- As legislated by regulations of Republic of Serbia, land is leased for a period of up to 99 years when the construction of manufacturing facilities is in question. Municipality of Zrenjanin’s decision is that the land located at the industrial zones is assigned to the investors free of charge.
- Production can also be organized inside the “Free Zone Zrenjanin”. Expenses associated with the use of “Free Zone Zrenjanin” are negotiated with the “Association for Free Zone Management” according to the volume of business and traffic across the “Free Zone Zrenjanin” and they range from 0.3% to 0.5% of gross income of an enterprise in the “Free Zone Zrenjanin”.
- After the transfer of the land from the municipality to the investor is complete, future investor is obligated to:
A) Pay the fee for implementing and equipping infrastructure on that location which is 570 dinars/m2 (7 Euro/m2) of the allocated land
B) After the completion of the facility, pays the fee for the use of the facility that is calculated based on the location and the nature of the manufacturing. This fee is paid monthly per m2 of the facility and ranges from 3 to 8 dinars/m2 of the constructed facility.
- In the process of obtaining building permits, besides providing construction plans, investor is obligated to pay the costs of Republic’s administrative taxes for issuing permits. These costs are negligible.
- Investor is also obligated to cover the fees for issuing city planning guidelines, guidelines for connection to the infrastructure and environmental protection fees.
- Building permits are issued within 24 hours from the time of submitting complete documentation.
- Start of all the public services is instantaneous and is limited only by the completion level of the distribution networks inside the investor’s facilities, since the location is equipped with all necessary infrastructures. Before the use of each service, it is necessary to complete technical evaluation of each service before their use commences. Evaluation is performed by the authorized authority separately for each service.
- Connection to the public infrastructure governed by the municipality is free (water and sewer).
INFRASTRUCTURE CONNECTION COSTS
Costs noted below are one-time fees only, except for natural gas. Rates for connecting these other services are as follows:
a) Electricity Administrative tax 380 dinars
Connection cost 3974 dinars,
Electrical grid capacity
(total power of equipment inside the facility expressed in KW) 3186 dinars/KW
b) Heating Power usage 500 dinars/KW
c) Natural gas Usage capacity 3 dinars/m3/year
d) Telecomunications Telephone line 12400 dinars/line
All these are one time fees and are payable in full to their respective governing organizations according to the calculated fees. Payments are required before the connection of the facility to the infrastructure.
FEES FOR THE ACTUAL USE OF SERVICES
Fees for the actual use of services are calculated according to the usage and are as follows:
State owned companies - prices are the same on the whole territory of Republic of Serbia Electricity based on selected rates, average of 3.6 dinars/KWh Heating 3.2 dinars/KWh Natural gas 19.44 dinars/m3 Telecommunications 0.46 dinars per impulse.
Municipal – public utility companies - prices are regulated by Municipality of Zrenjanin
Water 36 dinars/m3 *,
Sewer 27 dinars/m3 *,
Garbage disposal 3.5 dinars per m2 of the facilitiy *,
* It is possible to get additional, commercial rebates for municipal water, sewer and garbage disposal services in agreement with the municipality.
Municipality does not charge any fees or taxes for granting building permits on these locations.
Pricing and terms for these services are subject to review on a yearly basis.
